Working with the National Office of Statistics the Goverment have established that the majority of serious car accidents were/are caused by people between the ages of 17 and 22(no shit Sherlock). This statistic also indicated that these were the individuals who had only recently passed their driving test. So in an effot the reduced the carnage and help to bring down the rising costs of insurance claims from the 1st January 2009- 1, A person who has passed their driving test will only be allowed to drive on the road PROVIDED they are accompanied by another person who has held a licence for 5 years or more and that person does NOT any penalty points earlier than 5 years and no accident related penalties. This is for the first 6 months after passing the test. 2.Any person who, within 5 years of passing their test is found guilty of ANY traffice offence(and would in the past receive penalty points) will have their licence suspended until they have retaken and passed the driving test again. 3. Persons who hold just a motorcycle licence for motorcycles over 500cc will not be included in the system as the present legislation regarding ages to obtain a M/Licence for M/bikes of that capacity is sufficient.

Can you imagine such legislation in the UK? 
IMO its a bloody good idea as the standard of driving here is quite appalling

Unfortunately, it ain't so different over here, immy.
We do a scheme called Safe Drive Stay Alive with the Police, Ambulance and NHS. It's aimed at young drivers/passengers and isn't exactly very pink and fluffy.
Hopefully it will have some impact and make young drivers less likely to kill themselves (and their passengers - and other road-users) on UK roads.

Don't really know too many details TBH nor have I tried to find out, I just feel sorry for all parties involved from the victim to the services. Really pissed me off the next day all my neighbors were gossiping about it, I fucking hate that.

Yeah, especially when you hear them come out with all the expert opinions as to what a particular driver was doing wrong - knowing full well that most of them are guilty of the self same faults.
