WSB versus BSB tuning regs?

Anyone know if the engine tuning regs are different enough between BSB and WSB to account for (some) of the difference in the lap times at Brands between the two championships?
Roughly speaking, 1.8 seconds between the best WSB and Shane Byrne's fastest lap at Brands BSB round in May?
