What a place we live in, so they are saying if you are going to cause death by driving, do it while you don't have a licence or without valid insurance, that way you will only get a maximum of two years in jail.

If I had a choice, I would rather be hit by a insured driver with a licence than one without.(who is more likely to stop or fail to stop)
