I watched today at work the department of transport and police set up an area for HGV's to hold whilst their vehicles were checked over.

Police were pulling over lorries out on the Aspen Way E14 then bringing them into this area,this i do feel is a good thing to make sure they are road worthy.Shame during the 4 hours they were doing this no HGV's from outside the UK were checked ????????????.

I'm not sure how it would work with foreign trucks but with British:
VOSA inspections are common on HGVs. There are various spot in the country that they are escorted to and throughly checked as they would be during an MOT. Any small defects found are issued a PG9 and must be rectified as soon as the vehicle returns to it's depot. More serious defects render the vehicle immovable. It must then be recovered to a place of repair and a full MOT passed before the prohibition is lifted.
Any prohibition however small puts points on the Operators License. This is held by the transport manager (usually) and allows the keeping and use of HGV's. The O license specifies how many vehicles can be kept at the site. If too many prohibitions are collected VOSA then carry out a full inspection of random vehicle within the company and all their paperwork. They have the power to remove an O license, therefore putting out of business transport companies. This is rare though.
So the random checks of HGV's is a good thing. With foreign trucks I believe they are held and fined until the defect is repaired. As for the other legalities I'm not totally blessed with foreign legislation.
Good job roadside checks on bikes and cars aren't quite as thorough Small plate and can = fine. NOt usually having your vehicle impounded

I heard on the radio that we are on average living 12 years longer than our grandparents. So in a way we could be said to be 12 years younger.

Unfortunately for me, this system combined with above makes me 11
